You click on the team name and it opens up a page with all the moderators:
There, you can see the Channel Manager, who is tompark (if you click on his profile and go to "Recent contributions" you will see that he was last seen on Viki a year ago)
and the English Moderator, who is marooya (last seen on Viki two years ago).
Now you understand why the drama is stagnant.
To find what's happening, you go on the last episode they've been working on, which is n.3
You click on the little pencil on the lower right corner of the video and it takes you to the Subtitle Editor. There will be something telling you that if you want to contribute please write to the moderator, but just ignore it for now.

Now you understand why this drama has stalled. There's nothing that can be done except writing on Viki and asking them to appoint you as English moderator. Of course you being a new volunteer, you cannot apply for that, you have to first complete 3000 subs. So for now let's leave this option, just keep it in mind for when you have.

you will see that it has 40 episodes and they are stuck at n.8.
Maybe you don't want to commit to a 40 episode drama, though. What if the drama sucks and you don't like it at all? Better look for something with 16 episodes to start with.

Another thing: hard subs are not always perfect, they may need editing as well, and to be made to Viki formatting practices.
You may find use in this reference Google sheet I made. Small details like brackets and musical notes may be different from moderator to moderator, but the main stuff is common to all of us.

Finally, this is for copy pasting the subs of each episode once they've been finalized, to have them all together in once place, for continuity in flashbacks, titles, nicknames and spelling.
