I thought Viki opens channels only once it procured a licence.

I don’t know when it started, but Viki has been creating fan/new channels for upcoming unlicensed dramas, for K’s and C’s. Although it seems (to me at least) to be the case for more C’s than K’s.

This one has the apply to be a manager option available but the other 3 don’t have it so it’s still confusing
