I’m unsure what “independent subber” means it would be great if it could be explained as I am unsure what this means.

If there is no Moderator for a given language, but a subber is willing to help, s/he can write to the Channel Manager, and the Channel Manager can add her to the team as an independent subber, working on her own, without directions from a moderator.
