Today I saw by accident this channel:

It has neither a channel manager nor a translation team but it seems the first two episodes will be available tonight.
Does that mean, VIKI’s licensing system doesn’t require a pre-aired (fan) channel + channel manager and translation team in advance to get a license? (as long as there are enough requests through the request form or/and when they want to show something anyway)?
The channel only has 8 followers so far. So I wonder how one - viewer - Gold/QCs - channel manager - language mods etc. should know that a drama is already licensed when it is listed nowhere? Or maybe it is listed somwhere but I just don’t know where?
