is a lot like people with AIDS or other infectious diseases or health issues

YEP - I thought about that all night -
It is a commentary on the 7 Deadly Sins and what society does when held up against something like isolation - it brings out the GOOD or the BAD in people!

Was he a serial killer before the infection got out of control or afterwards, using the infection, quarantine, and general mayhem as an excuse and cover-up for his crimes?

Both the doctor and the apartment rep lady could have been the actual devil because they were both consistently trying to convince other people to do bad things.
