Hi! I’m interested in helping out with subtitles, but I was wondering how fluent you have to be in the non-English language if you want to help out with the primary subtitles (the language the drama is in to English).

There is no clear answer to that. But there is still a solution to your question.
You should only translate those subtitles where you’re 100% sure you understood the meaning in English. The rest you should skip. Somebody else, who is more fluent than you, will fill those out.
